Application for Disaster Victim Certificate (罹災証明書) and Disaster Damage Notification Certificate (被災届出証明書)

About the Disaster Vicitim Certificate and Disaster Damage Notification Certificate

Various support and assistance schemes are available to those who have been affected by a natural disaster. To use these support schemes, you will require a Disaster Victim Certificate.

For claims against private insurance schemes and so on, you may instead require a Disaster Damage Notification Certificate.

Disaster Victim Certificate (罹災証明書)

The Disaster Victim Certificate certifies the extent of the damages suffered to your residence.

※ Residence refers to a building in which the applicant actually lives in. Apartments and rented properties also qualify.

Usage examples:

  1. Application for Support for Reconstruction of Livelihoods for Disaster Victims (financial assistance for households who have suffered severe damage to their infrastructure)
  2. To receive loans for restoring the house
  3. Tax relief or deferral
  4. Application for other support schemes for disaster victims and so on 
Applying for a Disaster Victim Certificate

After the application is received, an assessment of the damaged property will be conducted before the certificate is issued. As such, you will not be able to receive the certificate at the application counter right away.

While we ask for your cooperation with the assessment, if you need to clean up or make repairs prior to the survey to rebuild your life as quickly as possible, you will need to produce photographs that show the extent and location of the damage. Please take as many photos as you can, making sure to take photos showing a full view of each rooms that was damaged and close-ups of all damaged areas.

You can apply for a certificate at the counter, by post, or online.

When applying at the counter, you will need:

  1. Personal identification (My Number Card, driving license, passport, insurance card, etc.)
  2. Photos of the damaged areas

 

Photos are optional by default. However, if you determine that you will not need to have your property assessed, you will need to produce the photos. In addition, even if you do not wish to proceed with self-assessment, submitting the photos will ensure it is easy to understand the extent of the damage, helping to make the property survey smoother.

 

When applying by post, you will need:

  1. An application form
  2. A copy of your personal identification (My Number Card, driving license, passport, insurance card, etc.)
  3. Photos of the damaged areas

To apply online, please apply through the government Mynaportal (Japanese only). Select Kaga City under "Procedures in the town/city of residence" (お住いの市区町村への手続き), and navigate to "Disaster prevention/victim support" (防災・被災者支援) to find the application form (罹災証明書発行申請).

Disaster Damage Notification Certificate (被災届出証明書)

The Disaster Damage Notification Certificate certifies that a report of damage to a house (residence excluded), land, household goods, car, etc. was made to Kaga City, but it does not state the extent of the damage.

Usage examples:

  1. To receive loans for restoring property
  2. To submit to your place of employment
  3. To submit on request to your insurance company, and so on
Applying for a Disaster Damage Notification Certificate

The certificate certifies that the damage has been reported to Kaga City and that it has been verified through photos or an in-person survey.

The Disaster Damage Notification Certificate will be used for damage to buildings (residences excluded), household goods (furniture, household appliances etc.), cars, carports, and so on, where the extent of the damage does not need to be accessed.

When applying, please submit photos where possible. For cars, motorcycles, scooters and so on, please make sure the license plate is readable in the photo.

Consultation Services for Emergency Repairs to Homes

The Architecture and Construction Section is offering consultation services for emergency repairs to homes. Please bring along photos detailing the damage.

Garbage

Garbage collection across the city is being conducted as per usual.

Please refer to your garbage collection calendar, separate your trash as specified, and leave it at the specified locations.

Rubble, Debris, etc. Produced by the 1st January Earthquake

[Collection period: 4 January 2024 ~ 18 February 2024] (updated 17 January, 2024)

※ As the Kankyo Bika Center is closed on 8 January (Monday, national holiday), 10 January (Wednesday), 17 January (Wednesday), and 11 February (Sunday, national holiday), garbage will not be accepted on these days. Thank you for your understanding.

When bringing garbage directly to the Kaga City Kankyo Bika Center, if you produce a Disaster Victim Certificate or Disaster Damage Notification Certificate (copies or proof of application accepted), the fee will be waived.

Please note that only burnable (もえるごみ), non-burnable (もえないごみ), and large garbage (粗大ごみ) will be accepted, e.g. broken furniture and appliances, glassware or ceramics, and so on.

If you have special circumstances, such as the company you hired not being able to clear the debris in time, please contact the Environment Section to discuss garbage collection.

Volunteering

At present, there have been few requests from citizens for the dispatch of volunteers. If the situation changes, the Kaga City Disaster Volunteer Center's website will be updated. 

Donations, Condolence Money, Solatium

Kaga City is accepting donations to assist in recovery efforts. All donations received will be disbursed to residents who were injured or suffered damages in the Noto Peninsula earthquake.

If transferring funds from another Hokkoku Bank account, through the customer service counters, ATMs, or internet banking, transaction fees will be waived. If transferring funds from other banks registered with the Japanese Bankers Association (全国銀行協会), transaction fees will be waived if you make the transfer through the customer service counter. Please note that all other methods will incur the prevailing transaction fees.

Solatium (Compensation)

Compensation is available for those who have been injured in the earthquake, or whose homes or household goods have been damaged. Applicants for compensation must be registered residents of Kaga City, and compensation for property is limited to the residence in which the applicant actually resides in.

Various Reliefs and Exemptions

Water Supply and Sewerage: Special Reduction and Exemption of Charges

If your water pipes have broken and are leaking due to the earthquake, you may receive a reduction or exemption of water and sewerage charges. Please consult with one of Kaga City's designated water supply equipment contractors(PDFファイル:159.4KB) regarding the repairs.

The reduction will apply to water leakages caused by the 1st January earthquake: up to 2 months' worth of water leakage, repaired by the end of February. The amount of reduction offered will be determined by comparing the water usage to your regular amount of water used, by referring to your water usage in November and December. You will need to produce details of the repair, but you will not need a Disaster Victim Certificate. 

Please apply for the exemption within 1 month after the repairs.

For households whose residences were partially destroyed and that have lost clothing and other necessities for daily life, or have difficulties making a living following the earthquake, Kaga City will provide or lend daily necessities in accordance with the Disaster Relief Act.

Free Usage of Kaga City's Public Bathhouses (Soyu)

Until the end of February, those who are not able to use their baths at home due to the earthquake, or who are sheltering outside their residences, can use the public bathhouses at Kaga City's three hot springs for free. Please apply at the attendant's booth at the bathhouse.
